Group D: Farmers
You continue to earn your living as before, but your crops will diminish due to reduced availability of water and increased waste and runoff into the rivers (from sewage and gold courses). There is also less land available to farmers as the airport, golf courses, roads and expanded commercial areas have consumed some of the best farming land. However, you can now sell what you have for better prices than before, although you will make less money overall unless you decide to work everyday which gives you no rest from week to week. You would prefer that the resort was not built.
Group E : Hotel workers
You will be employed only in low paid, menial jobs which require you to work shift work and thus disrupt your family life. You have to live away from home because of this and you have to pay 40% of your wage in board. Or, you may be employed to clear moats around the temples, hard and dirty work. You are not sure whether the resort is a good idea or not, because whatever the case, you will still find it difficult to make ends meet.

Panel of Justice
Your job will be to listen to all the arguments and as a group of five come to a decision about whether or not the resort should be built. Remember you represent the people from your group and their interests. However, in this position of responsibility, someone on the Panel may choose to offer you a personal favour if you choose to support the way they want you to vote…
Once you have each made your final decision, each of you will explain to the group your vote for or against the resort being built.
